THAT is the challenge that will populate 0.0 space or not. Not the question wether power should be wielded, because that I can promise, is not a question CCP needs an answer to.

Read through about half of this thread and this really stuck out as post worthy .
I'd say it's not about power...power is an illusion. You should know that better than anyone Rod .
From my own experiences...this game would have to be altered, rather fundamently I might add, in order for O.O "population".
See, it's always been easier to attack than defend in this game. IRL and in pretty much every MMO I can name off the top of my head, that's not the case.
In order for truly claimed space there would have to be clearly defined borders that would have perimeter defences, primary defences and secondary defences for attackers to breach. Attackers would have to plot somewhat elaborate (at least more elaborate than stalking a few key star gates and systems) attack plans and be prepared to suffer losses...for more organized and well funded claimed space even massive losses. That hasn't evolved (pardon the pun ) yet in this game.
There are secondary issues as well that would have to be resolved...like being able to rip off whomever risk free and turning on whomever pretty much risk free (other than the usual war dec's, hiring of mercs stuff and forum posts a-flaming).
It looks like Eve is slowly chugging down the change path, at it's usual pace that is.
I do have to say that Rod raises some good points about a varied 0.0 population and economy in one of his posts...can't remember what page it's on though...talked about having folks with different standings and need for different skills.
Something else that I dunno if was mentioned or not...a whole lot of 0.0 space is really, really, really far away from the core systems of the game. Since the game has turned back to the travel time synchs for whatever reasons (and/or forum winging) this is even more-so for some areas, some 0.0 areas have never been this close to Empire systems.
